Occupational Regulation in Health Care: The impact on the Physician Labor Market

In many areas, procedures of occupational regulation play an important role in protecting consumers and ensuring the quality of goods and services. The need for a document confirming professional qualifications does not raise questions when we are talking about the possibility of causing serious harm to the recipient of the service if the practitioner does not possess the specific knowledge necessary to provide it, or when it is difficult for consumers to assess the supplier's quality in advance. For example, if reputation information is not publicly available, there is no way to "try" different suppliers, or when the evaluation requires special knowledge or expertise. Regulation of this issue is carried out by the state, is a component of the personnel policy - the strategy of state regulation on the formation and further application of human resources, can take various forms in different countries. Nevertheless, the choice of the instrument has a direct impact on access to basic goods and services, access of specialists to jobs, wages, employee mobility and other factors, which in turn affect the dynamics and growth of the economy as a whole. The problem of docror`s occupational regulation as the main human resources for health deserves a separate consideration, which is determined primarily by the specifics of the industry itself - a complex socioeconomic system that aims to preserve and improve the health of the population, where the efficiency of the entire system depends on the staffing component . Relevance is also reinforced by the current trend of increasing the role and changing the very understanding of professional staff, including in medicine related to the improvement of technology and the emergence of innovative solutions.
