Constitutional and Legal Status of the Russian President and His Administration

Today, the President is a key figure in the system of state power in the Russian Federation. Despite the formally established system of checks and balances, Russia today is a presidential republic with a strong distortion of presidential prerogatives, which is confirmed by law enforcement practice and the doctrine of constitutional law as well. At the same time, law enforcement practice often diverges from the formally assigned powers of the President of the Russian Federation and his administration. In order to determine how the President of the Russian Federation, as well as his administration exercise power functions, it is necessary to determine the constitutional and legal status of the President of the Russian Federation and his administration. The author conclude that the concentration of power in presidential hands is the reason of the suppression of competition in the management elite of Russia, as well as to the alignment of the entire power vertical for one person, which inevitably leads to a loss of communication with the population and civil society subjects, which are forced to adapt to "Presidential" formats of interaction, including for the implementation of institutionalized lobbying.
