Import Substitution Policy Implementation Analysis in Sub-federal Units of Russian Federation: Evidence from Saint Petersburg

In this final qualifying work, such a concept as "import substitution policy" and results after its implementation in the territory of the Russian Federation and specifically in St. Petersburg was considered. The main aspects of the activity of state bodies in the field of import substitution over the past few years in conditions of sanctions and crisis have been covered. The work examined the legal framework, which is responsible for the policy of import substitution. The urgency of the problem lies in an extremely important analysis of the consequences of import substitution policies and the results of its work on specific production areas, identifying its features and justifying a set of recommendations for the development of industries. In the course of the survey, the review of exports and imports of St. Petersburg in the dynamics from 2008 to 2016 was carried out, indices of industry production were separately analyzed, as were the rates of product growth. The paper presents an analysis of the current state of the import substitution policy and develops recommendations for its improvement in the spheres of production in St. Petersburg.
