Problems and Challenges of Media Managers in Russia Caused by Regulation of Morals

One of the most current issues of journalist's professional ethics is the definition of a professional, his or her understanding of basic values of journalism. Implementation of this task involves studying of the recent issue in the media manager's activity in conjunction with its normative-value system, which requires a thorough analysis of the situation's dynamics. This study reviews theoretical, methodical and legal elements of interaction of civil society institutions and media with public authorities. The study analyses current system of civil society and media interaction with public authorities; foreign experience of interaction of civil society and mass media with public officials , ensuring openness of the civil service and its accessibility to public control.
