E-government Instruments Based on Blockchain Technology

This paper is devoted to the study of tools that help to implement e-government in Russia, as well as the possibilities of using Blockchain technology to improve the efficiency and reliability of current processes. A large volume of literature, scientific articles and experts’ interviews was studied and analyzed. The goal of the work is to analyze the possibility of transferring e-government tools to the Blockchain platform and assess the need for this transition. Such tasks were formulated to achieve this goal: 1. Consider the list of services provided by the e-Government of Russia 2. Identify the most significant and popular services 3. Explore existing technologies that underlie the most popular services 4. To consider the possibility of implementing services based on the Blockchain technology 5. Identify the advantages and disadvantages of switching to Blockchain 6. Make an assumption about the risks and costs of moving to Blockchain 7. Build models of business processes As-Is and To-be The work includes a list of abbreviations used, an introduction, three main chapters, a conclusion, a list of references and an application. The work consists of 34 pages and 7 pictures. The first chapter contains literature review of the current work of the Public Services Portal and experts’ opinion of the possibility of improving the work of the PSP. In the second chapter, the boundaries of the applicability of Blockchain technology in e-Government are considered; describes successful cases of the implementation of Blockchain technology in e-Government in different countries; the advantages and problems of implementing this technology are highlighted. In the third chapter, a current model of the PSP has been constructed and described; also, model of separate services based on Blockchain technology has been implemented. As a result, a list of arguments was received in favor of the transition of e-Government to Blockchain technology.
