Mass inclusion of citizens in the electoral process, as integral participants of it, drives to the development of such problems as predictability of the electoral process and manipulation of possible outcomes. The important practical significance lies in the fact that it relies on the patterns of electoral behavior. Due to finding out how people act, it is possible not only to measure, but also to control the mechanism of the citizens’ will and to influence their overall activity. For this reason the development of electoral behavior theories plays an important role: the researchers not only assume about the preferences of the electorate, but also look for those factors that matter. So, the key question of the research is what influences more: the electoral formula or socio-economic factors.
