Cities and City's Government in the Politics of the Volunteer Army during the Civil War

The research deals with the problem of city administration in the policy of the Volunteer Army during the Civil War. The chronological framework of the study is from June to December 1919. The personnel and policies of the White administrations, as well as the personnel and activities of the self-government bodies of the White South in their interaction are studied on the materials of Kiev, Odessa, Kharkov and Simferopol. In addition, the national and working questions in the cities are studied in their connection with the management problems. The study proves that in the conditions of the Civil War the practice of city management and life in them differed significantly in each city, despite equal legal field and similar personnel of the bureaucracy.
