Comparative Analysis of Historical and Cultural Features of Corruption in North Caucasus Federal District and Regions of Italy

The study attempted to generalize the theoretical approaches to identifying the historical and cultural conditions of corruption, as well as to compare the indicators found in areas that are rarely compared in this aspect. In turn, based on the case-study method, the effectiveness of the anti-corruption practices of Italy and their applicability in the North Caucasus Federal District of the Russian Federation are assessed. Based on historical and cultural analysis and conducted in-depth interview, the author tests the following hypotheses: H1.Therritories with a stable level of informal archaic relations, such as the North Caucasus Federal District and the South of Italy, are most exposed to the phenomenon of vertical corruption. H.2. Ethnic and confessional features of society have no influence on the level of corruption in the territories of the South of Russia and Italy. H.3. Operation «Mani pulite», held in Italy, showed high efficiency even in conditions of stable archaic informal relations, but due to the state policy and the weak development of civil society, it has a low transmissibility to the Russian conditions.
