In modern globalized world an international tourism is one of the most profitable and rapidly developing industries. The reason for such a rapid growth of international tourist flows around the world is the development of civil aviation, which provides more than the half of international traffic. The development of civil aviation leads to an increase in international passenger air travel, which is provided by the activities of airlines and the state. In order to develop the international tourism in Russia, where we can see the negative dynamics in international tourist flows for the last two years, it is necessary to develop civil aviation through the effective policy of Russian airlines and the support from the state. In turn, the development of this industry will affect not only international tourism in Russia, but it will also have an impact on the productivity of related industries, improving the welfare of the country. Key words: Civil aviation, international tourism, airlines, competitiveness, Russian airlines
