Topicality of the work. In the recent years there have been taken the specific measures to develop a sphere of anti-corruption in the Russian Federation, which consists in the formation of legal and organizational bases of this activity, in the developing of new approaches and mechanisms to counteract this phenomenon. The position of the Russian Federation in the annual international rating "Corruption Perceptions Index" remains low for many years compared to the other countries. This position in the rating suggests that the measures taken to counter this phenomenon are not so effective as to radically affect the situation. The Purpose of the work is the studying of the specifics of the state anti-corruption policy implementation in constituent entity of Russian Federation: problems and solutions at the case study of the Leningrad Region. The Objectives of the study: - to choose the theoretical approaches of the corruption study; - to consider the models of organization of corruption activity; - to analyze the basic foreign and domestic anti-corruption legal acts; - to consider the state policy in the anti-corruption sphere of the Leningrad Region; - to study the foreign experience and the experience of Russian Federation regions on corruption counteraction in the public authorities; - to analyze the current situation and the prospects for corruption counteraction. The object of scientific research is the state anti-corruption policy, implemented in the constituent entity of Russian Federation - the Leningrad Region. The subject of scientific research are the methods and tools for the state anti-corruption policy implementation in the constituent entity of Russian Federation.
