Based on the literature of the analysis of human capital, there are two groups of factors that determine human capital. The first group includes factors of education, the second – the factors of health. The empirical analysis of the indicators and analysis of the impact of human capital on the development of the federal districts of the Russian Federation is conducted. As an indicator of the level of development of the region, the gross regional product per capita is used. In addition, the development of the region is influenced by other factors, including economic, social, cultural, environmental and others. To evaluate these factors, was constructed and evaluated the regression model for panel data. The analysis was based on data published by the Federal Service for Statistics of the Russian Federation.
