Enforcement Measures in the Budget law in Russian Federation

Over the last few years the budget law of the Russian Federation has been developing rapidly, substantial changes have been made in the institutions of the budgetary law. Some of these changes have been made to Part IV of the Budget Code of Russian Federation "Budget violations and budget enforcement measures". In view of recent changes in law the question of legal nature of budgetary enforcement measures remains debatable and controversial. To determine the legal nature of budgetary enforcement measures in Russian Federation this study will employ a comparative legal analysis of budgetary enforcement measures and other types of legal responsibility. The study will examine the doctrinal position of budgetary enforcement measures in the budget law, the budget legislation of the Russian Federation, and court cases of the Russian Federation relating to the use of budgetary enforcement measures.
