Analysis and Automation of Information Systems in the Field of Marine Agency

The competitiveness of Russian seaports is determined by the effectiveness of interaction between all participants of the port business. For today, in the register of Russian sea ports there are 67 cargo ports, which are included in five sea basins. However, they do not cope with the turnover of goods. What are the reasons and what measures are taken to solve it? In this paper the business process of marine agency is reviewed. As the activity of the ship's agent is described, information systems are analyzed in the work with which the agent interacts, and also the level of their effectiveness and automation is assessed. Among them there are systems of preliminary informing the port administration and state bodies, including "SCAP" and "PORTCALL". Also, the system of informing the shipowner about the economic component of the call is considered - the document of the pro forma disbursement account. Based on the analysis of the above-mentioned information systems, a concept was developed to improve their effectiveness and compliance with the international IMO convention. The result is a letter to the administration of the port, with suggestions for optimizing and improving the efficiency of these systems. Moreover, the second result of this work is the development and implementation of an automated calculation system for the pro forma disbursement account in the MS Excel programming environment in conjunction with the Visual Basic programming language. Automated pro forma allows you to make the usual calculation in the shortest possible time - it is possible to keep within 1 minute, despite the average statistical time in the organization - 1 hour. Also, the system has a number of other justifications for its implementation, which are fixed in the WRC. The system has been tested, and at the moment is used in the organization to calculate the documents of the pro forma disbursement account.
