The Impact of Legislative Measures on Wine Consumption

The government have already introduced legislative changes to restrict alcohol sales at night since 2006. Obviously, these measures are aimed at reducing alcohol consumption by households. But are these restrictions effective? Do they affect the alcohol consumption? In this paper, a model with fixed effects, calibrated on scanner data about purchases of wine for all stores of major retailer in Perm city from 2009 to 2015, shows significance of variables describing the actual price, the taste of wine, the effect of December, the importance of government reforms aimed at reducing the consumption of night sales and advertising. Also, other relevant variables were used for the modeling the demand on aggregate data. An advantage of research is using new type of data which sufficiently describes alternatives on stock keeping unit level.
