Organizational Culture as a Tool for Management of Educational Organization

Given the instability and variability of the environment in which modern enterprises operate, the search for tools that enhance the competitiveness and sustainability of the organization is becoming more urgent. A system of collectively shared values and staff behaviour patterns can be such a tool. However, while commercial organizations have long been using the capabilities of organizational culture for their activity regulation, for educational institutions the culture is still one of the underestimated management mechanisms. The head of an educational institution should be able to solve situational problems flexibly, to use different approaches for achieving the students’ education quality and creating favorable conditions for the teachers’ professional development. The head of an educational institution should have some techniques in their arsenal that allow assessing the personnel work success and identifying opportunities for the effective staff management improvement. The paper considers theoretical approaches to the study of organizational culture as a social phenomenon, presents the results of organizational culture empirical research of 11 educational institutions in one of the districts of Saint Petersburg. As the research tool, the D. Denison’s model has been selected, which is used for quantitative measurements of those aspects of the organizational culture that influence the organization. The results of the diagnostic study with the use of D. Denison’s model will allow managers to obtain not only a real assessment of the existing organizational culture, but also an idea of the areas requiring changes. This is of practical importance for the formation of organizational culture building strategy in particular organizations.
