Designing of the Mechanism of Potential Assessment of International Development of FSBEU HE Saratov SAU

The work is devoted to the problem of assessing the international potential of the development of the regional University. The relevance of the study is justified by the interest of the University in the development of international activities in the conditions of present barriers and restrictions and the lack of evaluation mechanisms to judge the real state and potential of international development of the branch regional University. The paper uses a systematic approach to assessing the international potential of development of the agrarian University, taking into account its internal barriers and resource constraints. A mechanism for evaluating the status and potential is based on the methodology of balanced scorecard and allows you to optimize existing resources to achieve strategic goals. The key indicators which has developed by author is proposed to be used as a tool of University policy to improve the efficiency of international activities.
