Аnnotation. In this paper, the problems of the development of the system of additional vocational education (DPO) for medical personnel in conditions of comprehensive modernization, the emergence of new technological challenges for medicine and education, and increased competition have been described. The main goal of the work is the development of the strategy of the DPO system of the regional medical university in conditions of the spontaneous market of educational services in public health. The idea of the project is the development of a competitive model of DPO, the selection criteria were the relevance and necessity of changing the behavior pattern of the DPO of the regional medical university in the context of introducing IT technologies and diversifying education to improve the competitiveness of the university. The literature review highlights the theoretical and practical aspects of the functioning of the DPO system of medical personnel, data on foresight studies, forecasts. In the course of the pre-project study, the analysis of normative documents, the situation in the sphere of DPO medical personnel at the local, regional and all-Russian level, analysis of the interviews of the main stakeholders: employers, doctors, teachers of the regional medical university. In the design process, a set of instrumental methods for solving strategic tasks was used, a model of DPO and a number of specific activities were presented with access to key performance indicators.
