The purpose of this thesis is to elaborate the development strategy for multidisciplinary university which is being created in Kemerovo region by Kemerovo Technological Institute of Food-Processing Industry joining to Kemerovo State University with the aim of educational and scientific support of regional social and economic development. The system of higher education of Kemerovo region as well as key metrics of two institutions of higher education being united were analysed at a pre-planning research stage of this work. Challenges, internal restrictions and advantages essential from the point of view of multidisciplinary university development in Kemerovo region were revealed. Accordingly the mission and strategic vision of such multidisciplinary university were formulated, and also the target model and key university’s transformations being planned for the strategic horizon of 2021 were defined. The thesis has an expressed practical importance. The main provisions of the offered multidisciplinary flagship regional university’s strategy are taking root in the practice of Kemerovo State University management.
