Normative Regulation of the Activity of the Regional University: a Case Study of the Smolensk State University

The Master's dissertation is a research case aimed at studying the problem situation typical for a significant part of regional universities. It consists in the absence (or underdeveloped) of a system of normative work and normative support of the main administrative functions of the University, in the growing distance between the legal norms regulating education at the Federal level and the local base. The relevance of the research topic is determined by the contradiction between the expansion of University autonomy, the formation of a certain independence of higher educational institutions from state regulation on the basis of the development of regulatory regulation, on the one hand, the lack of an effective system of management of the sphere of normative regulation of the University. The authors defend a number of conclusions drawn during the study: 1. Normative regulation of the University is a set of system elements functioning in close relationship and ensuring the activities of the University. 2. Currently, the regulatory regulation of the regional University defines a list of regulations that are the basis for the organization of effective management of the University, but in order to ensure consistency between Federal regulations and regulations at the University level requires the introduction of a system of legal control. 3. The analysis of the structure of normative regulation of activity of Smolensk State University showed the absence of unification in the normative acts of different structural subdivisions, which determined the dissociation in the normative support of the educational process and requires the adoption of appropriate management decisions in the form of the creation of a "legal classifier" of the University, that is, a consolidated system containing a set of local norms of a certain subject of legal regulation of educational relations.
