It is necessary to note the presence of conflicts of law provisions. This adversely affects both the understanding of the rules and their implementation. A historical analysis of the rules governing disciplinary responsibility was conducted. A comparative legal analysis of the norms regulating the disciplinary liability of employees of state corporations in the USA, Italy and Japan is conducted. The definition of a disciplinary offense as grounds for bringing to disciplinary liability has been determined. The procedure for the imposition, withdrawal, repayment and appeal of disciplinary sanctions was determined.
