Human Capital as a Factor of Economic Development of Depressed Regions of Russia in the Conditions of Transition to Digital Economy

The research is devoted to the assessment of human capital as a factor of economic development of Russia`s depressed regions in the transition to the digital economy. In this research studying of human capital as a leading factor of the economic development of Russia`s depressed regions is considered on the example of the Pskov region, which has one of the lowest levels of per capita consumption of the gross regional product in the Russian Federation. Indicators of the state of human capital and indicators of the overall socio-economic situation of the Russian Federation`s subject were chosen for the assessment, methods of analysis, based on the earlier researches, were selected, then statistical data were collected and analyzed, namely principal component analysis, cluster analysis, retrospective analysis, as well as analysis of the strategic and program documents of the Russian Federation and Pskov region. The research confirmed the deficit of human capital in the Pskov region, the overall deterioration of socio-economic conditions that ensure its functioning, development and accumulation, and there were developed conceptual proposals for its improvement.
