Determination of Offences by Minors and Against Minors

In the Russian Federation, government, public organizations and law enforcement agencies pay a great attention to prevention of crimes which are connected with minors. This thesis seeks to give definition to the concept of juvenile delinquency, establish conditions and the causes of youthful offences and crimes against under-age, and define their regularities. In this work the author analyzes scholarly publications, crime statistics as well as criminal reports and proves that primary social institutes and environment make a great impact on formation of minors’ understanding of law and affects their predisposition to criminal behavior. On the one hand, various manifestation of social demoralization influence minors’ crime. On the other hand, all the above mentioned factors may lead to crimes against children.
