The Administrative and Legal Regime of the Closed Administrative Territorial Entities (CATE)

In this final qualifying work we are focused on the administrative legal regime of the CATE which is examined by analyzing such categories as «legal regime» and «administrative legal regime». This study defines the nature and place of the CATEs’ regime in the system of other legal regimes, its main characteristics, goals and principles of realization. During the research it was built a multi-level system of legal acts, which form the basis for the regime of CATE, and also a system of bodies that establish, realize and protect the administrative legal regime, their basic powers. Particular attention was paid to the analysis of law enforcement practice in the context of determining the nature and peculiarities of sanctions for violating the CATEs’ regime. The paper suggests the ways for solving problems concerning with the financial basis of the CATEs’ regime: dependence on the federal budget and restriction for foreign investment. The solution of these problems will be a key prerequisite for the formation of an independent and effectively functioning CATE that fulfills its strategic tasks to ensure the security and defensive capacity of the state, the development of knowledge-intensive industries and technologies.
