In modern world the issues of energy security, cross-country supplement of oil and gas and international alliances based on this topic are becoming more urgent. In this light, The PRC ranks second in the world for the development of the economic sector. In addition to this aspect, the economic growth rate of this country is incredibly high. Corresponding to the rates, the level of energy consumption in this region is also significant. The Russian Federation, in its turn, owns a third of the world's natural gas reserves, which makes Russia one of the world leaders in exporting energy resources. The fact that Russian government accentuates its energy policy makes it the key factor in the sphere of its relations with other states, particularly with PRC. This is true because the energy industry is a pillar of Russian export; it plays a huge role in the modern economy of the state. An important factor in the development of the economic sector of the Russian Federation is the expansion of exporting energy resources to world markets, especially to the Chinese market. However, due to the several reasons (the Ukrainian crisis and the introduction of partially targeted to the oil and gas sector sanctions imposed by the main consumer of domestic energy resources - the EU), scholars, politicians, economists and the media have started arguing about "turning Russia to the East." Thus, considering all these factors, the main aim of this research is to identify the character of Sino-Russian dialogue. It will be achieved by using qualitative methods of content analysis and expert assessments.
