Features of International Aid towards Developing Countries in China’s Policy on the Modern Stage in the Case of Moldova and Romania

In this paper, we examined and analyzed the main differences between the Chinese aid policy and the policy of providing assistance by the member countries of the OECD Development Assistance Committee. The author notes that the key difference is the provision by China of gratuitous assistance, while the Development Assistance Committee adheres to setting certain conditions for the recipient countries: for example, the democratization of the regime, the expansion of human rights and freedoms, and so on. At the same time, despite rather liberal conditions for providing assistance, the system of financing and administering aid programs remains opaque. China does not declare sources and amounts of funding, and more than 20 different ministries and departments are involved in the management system. At the same time, the author analyzes examples of such recipients as Moldova and Romania. On the example of these countries, the evolution of motives and principles of providing assistance was tracked.
