State Policy in the Field of Electricity Market Regulation in the Conditions of State Monopoly: the case of the Russian Federation

This work was devoted to the reform of the electric power industry in the Russian Federation. The research aim is to define effective deregulation measures of the electric power industry reform in the Russian Federation. Within the framework of this study, the goals, objectives and results of the electricity industry reforms in the Russian Federation were checked for consistency. Also, the changes in the financing of the reform and in investments in the electric power industry in the Russian Federation were analyzed. In addition, positive and negative consequences of the reform of the electricity market were highlighted. Based on this study, it can be concluded that the reform carried out is ineffective due to structural and procedural problems.
