Institution and Practice of Implementation of Code of Ethics at the HSE Partner Universities

This paper is devoted to the study of the specifics of the process of implementation of codes of ethics of universities. The study analyzed the codes of ethics of the Freie Universität Berlin, the Academy of Public Administration under the President of the Kyrgyz Republic, the University of Edinburgh. The analysis of the codes led to the conclusion that the awareness of the rules by the actors of the code is the main factor affecting the effectiveness of the ethical code. In addition, an important factor is a detailed study of regulated principles and basic concepts. The method of carrying out in-depth interviews revealed the features of informal practices in the educational process at the universities. In addition, the hypothesis was confirmed that the principle of hard law in the implementation of codes of ethics contributes to a significant reduction in the prevalence of corruption practices.
