The concept of "Open Government" becomes a national program for transforming Russia based on mutual responsibility of the state and civil society, and broad and effective participation of citizens in the organization of public power. The principles of an open government become universal principles not only of government, but also of all state activities, including legislative, executive and judicial. Evaluation of institutional and technical readiness and quality of the organization of work with open data in federal executive bodies for 4 years is carried out through self-analysis. On its basis, it is possible to formulate priorities for improving the quality of work with open data. 51 FEB participated in the conduct of introspection. The main group of state bodies participating in self-analysis showed results in the range of 20 to 40% of the maximum. Each response from a government agency was verified after which each FEB could comment or correct the response. The Ministry of Industry and Trade of the Russian Federation occupies the 15th line of the rating for 2 years. Based on the analysis of the points received, the main organizational problems of the introduction of the "open government" concept into the structure of the Ministry were identified and recommendations were developed for all evaluation indicators that did not reach the target level.
