Legal Basis for the Implementation of the Balanced Budget Principle

The budget of each country consists of revenues, expenditures and sources of financing the budget deficit. To date, in connection with rapidly developing economic relations, the need to achieve a balanced budget is becoming particularly topical. The budget balance allows the state to fully implement its assigned tasks. However, there are problems of a strong budget deficit of regions and municipalities. Balancing these budgets is achieved by providing them with interbudgetary transfers, which requires additional costs from the federal budget. In this regard, it is necessary to consider the budgetary system in the Russian Federation as a single set of elements that can not exist in isolation and only in aggregate can ensure full and sufficient financing of the powers of the budgets of all levels of the budget system.
