Policy and Mechanisms for Implementing Reforms to Counter Corruption in Russia (2008-2017)

The research paper studies the process of adopting an anti-corruption policy with the help of political cycle models which are used to identify institutional constraints of policy. The first chapter of the research is devoted to the study of the theoretical bases of anti-corruption policy in the Russian context. In the study, the concepts of "corruption" and "anti-corruption policy" are operationalized in accordance with the purpose and objectives of the study. The second chapter contains an analysis of regulatory legal acts based on the five National Anti-Corruption Plans from 2008 to 2017. In this study a phase model consisting of five main phases is used as a political cycle model. The Russian anti-corruption policy is studied through the prism of the phase model of the political cycle. The result of the study was the identification of institutional limitations of anti-corruption policy and the development of methodological recommendations.
