Comparative Analysis of Institutional Framework for Field Development in Mexico and the State Texas

The author provides the analysis of institutional framework of oil production projects in Mexico and the state of Texas. The analysis is based on the assumption that institutional framework of Mexico is more strict and has a low level of interconnectedness, therefore Texas oil production is a more attractive option for investors. The author identifies and evaluates institutional frameworks for both regions, gathers data on the new Mexican Energy Reform and creates a discounted cash flow model for two hypothetical oil production projects on Eagle Ford oil play. Based on the accumulated results, the author provides his views on the reasons for the variance between two geographically connected projects. After the accumulation of results the author concludes that there are many ways to improve the attractiveness of Mexico oil production to the foreign investors, among them changes in technological regulations and improvement of the infrastructure in the most promising territories.
