Street-level Bureaucracy's Opportunities and limitations by the Example of the General Aviation in Russia

The article addresses the street-level bureaucracy's opportunities and limitations by the example of the general aviation in russia (light aviation). To identify them, author focuses on the most important areas of control for this sphere, in which street bureaucracy has a strong impact. In the course of the work, there were analyzed some legal and regulatory acts in these areas, legal inaccuracies and regulatory gaps that allow street bureaucracy to influence the performance of the general aviation sector. In addition, this work includes a series of expert interviews to evaluate these legal acts and some actions of the street-level bureaucracy (recruiting was carried out by ‘snowball’ method).
