Export and Import Regulation of Cultural Property: Analysis of Russian Practices

The following graduation paper is dedicated to problems of exporting and importing cultural property in Russia. The timeliness and novelty of the research is predicated upon significant legal changes introduced in late 2017-early 2018 into the regulatory framework, which are analysed in detail in the research. Thus, the main focus of the research is the problem of regulation of import and export of cultural property in Russian Federation. The objects of research are relationships between art market participants with regards to the import-export of cultural property. The research aims to outline tendencies of cultural nationalism or cultural internationalism within Russian regulatory framework, targeting import and export of cultural objects. Methodology includes the following: comparative analysis, historical and cultural analysis, formal and logical analysis, hermeneutic analysis as well as interviews. The result of the conducted research is an indication of tendencies within import and export of cultural property in Russia. Furthermore, the research gives an answer to a practical question of how to import or export cultural property within current legal framework.
