Gender Differences in Legislative Proposals: Evidence from Lawmakers in the 3rd Convocation of the Russian State Duma

In my work, I to review and analyze the legislative proposals of male and female lawmakers on the example of the third convocation of the Russian State Duma. The research task of this analysis is to investigate gender differences in legislative proposals through the identification of the interconnection between the categories of laws proposed by the deputies of the third convocation of the State Duma and the key facts about these deputies, as well as the relationship between whether the deputy proposes the law alone or as part of the initiative group. I'm using this analysis to answer the question: is the gender of the lawmaker a statistically significant factor that influences his or her legislative behavior? I have two hypotheses. The first hypothesis is that gender of the lawmaker is a statistically significant factor that influences his or her legislative behavior. The second hypothesis is that male lawmakers more often than female propose law as individuals, not as a group members. My hypothesis is that men deputies are more inclined to propose laws individually, and not as part of the initiative group was not confirmed. Significant statistical differences between the proposal of laws in the initiative group or individually by male and female deputies were not revealed. Answering the research question on whether the gender of the legislator is a statistically significant factor that influences his or her legislative behavior, I can say that the gender of a deputy is a statistically significant factor in the following categories of laws: “social policy”, “economic policy” and to a lesser extent in the category “defence and security”. Based on this, I can say that my hypothesis is partially confirmed.
