Implementation of Housing Policy Towards Socially Unprotected Groups of Citizens in Saint-Petersburg

Comfortable accommodation is one of the most important benefits for people in the modern world. However, not all citizens can independently provide themselves with the appropriate living space – by these citizens we mean various categories of socially unprotected groups of the population. The reason for this lack of autonomy is limited by physical capabilities or economic insolvency. Despite the general liberal orientation of the political course, in Russia there is formally a broad range of forms of providing these categories of citizens with comfortable apartments. However, the implementation of social policy is limited by certain factors. One of these factors is incomplete coherence of the settings of this course and its practical implementation. Another limitation is associated with the formal difficulties which bureaucrats (who have to implement this course and interact with citizens on behalf of the state) faced with. In this qualification paper work we examine the realization of the social housing policy at the legislative and practical level on the example of St. Petersburg.
