"Open Government" as a Tool to Improve the Efficiency of E-government

The widespread introduction of new information technologies has led to the fact that now the authorities can interact with the population through specialized Internet portals. Russia also has a network of government websites called e–government. It also includes regional Internet portals, which are included in the open government system. However, in the Perm region the number of users of such sites is insignificant. This master dissertation is aimed at creating a website of the Perm region open government taking into account all the strengths and weaknesses of existing portals. This goal was achieved through the analysis of scientific works, open government sites analysis, interviews with civil servants, questionnaires with users of open government resources, as well as modeling of a new Internet resource. As a result, the negative state of the portal «Open region» was revealed, as well as the need to develop a new resource of the open government system. The created site will allow to take into account all the shortcomings of the predecessor and to increase the efficiency of the open government system of the Perm region and, as a result, the efficiency of the entire e–government.
