The Evaluation of the Human Capital’s Public Expenditures Impact on the Social Development of the Regions in Russian Federation

Russian regions have different levels of their development which leads to the problem of identifying what causes this variety among units of one country. To resolve the issue, the research is aimed to evaluate the role of regional expenditures on education, health, social policy and innovations on the social development of Russia’s units (based on the panel data of years 2005-2016). The research applies statistical methods alongside with analysis of theoretical aspects. The main results of the research are statistical evaluation of the role of regional expenditures on education, health, social policy and innovations on the social development of regions in Russian Federation and formulation of recommendations for public sector on improving financing of the spheres.
