In this thesis, the role of the cultural factor in legitimizing the political elites in Perm krai is considered. Modern political practices of all levels are significantly virtualized. The effect, which is produced by representatives of the political elite in public space, is endowed with great significance. This fully applies to the Perm political elite. The names of representatives often appear in various media. In this research, we attempted to determine whether this is a stable trend or there is no systematic character. In conducting the research, we resorted to the use of a systematic approach that helped us to show the relationship between the political process and society, as well as quantitative content analysis. While studying the issue, we came to the conclusion that various cultural instruments, that power use, are becoming the most optimal because of their economic and information effect.
