Practice of Government and Municipal Procurement in the Sphere of Mechanical Engineering

Over the past decade, public policies on significance of application of the national treatment in organization of government and municipal procurement have been increase contested, both in academia and in popular debates. Some scholars have speculated that there is not a strong correlation between its adoption and a significant share of imported goods and development of competition. The present paper is an attempt to contribute to discussion of such issue as influence of the national regime on production and import of mechanical engineering products in the public sector. The purpose is to study the impact of the ban on the import of engineering products in order to meet state and municipal needs. Using the data of the Unified Information System in the field of public procurement and information from other open sources, the author of this work confirms the hypothesis that the introduced national regime does not have a significant impact on the market of engineering products which develops under the influence of many other macroeconomic factors.
