The Development of the Russian Aquaculture on the Basis of Cluster Approach

Today, aquaculture is considered as one of the most important sources of food within the framework of food security and has great development prospects. According to the FAO report, aquaculture, emerging from shifting priorities from fishing in nature to cultivation, became widespread on the planet. The discussion on the development of aquaculture remains popular all over the world. World experience gives examples of increasing the competitiveness of the aquaculture industry through regional cluster policy. Big potential of the territory and active search for new approaches to aquaculture management has determined the relevance of the study. In the theoretical part, the stages of the evolution of the cluster theory starting from the theory of economic agglomerations and the structure of aquaculture as an economic activity are considered. The practical part of the study contains a comprehensive analysis of regional legislation on aquaculture and cluster policy in the regions which have cluster initiatives (the sample has been obtained by analyzing the media history). The models of cluster development based on the analysis of foreign experience are identified. Recommendations for further development of aquaculture with the help of cluster approach are given.
