The Realization of the Principle of Ensuring Competition in the Formation of Procurement Lots

Almost in all countries the state is the most important buyer of products on the market. Significant volumes of public procurement make the task of ensuring their effectiveness paramount. World experience shows that the most rational way to organize procurement for public needs is to carry out procurement through competitive bidding, which promote healthy competition and, therefore, being an economic tool of supporting the most promising enterprises, form not only the market of public procurement but also the whole economy of the country. There is simply no decent alternative to this transparent and competitive process of placing orders. The paper examines the system of public procurement for compliance with the principle of open and effective competition, analyzes how its implementation is carried out. The most common reasons for restricting competition in public procurement are considered. Keywords: principles, efficiency, procurement, competition, valuation, system.
