Monitoring of the Implementation of National Treatment in the Procurement of Electronic Equipment

This case study was designed to evaluate effectiveness of implementation national treatment in the public procurement system as a measure of prohibition and restriction of electronic equipment through conduction procurement monitoring that is concerned on the implementation of normative acts. Despite the growing importance of import substitution for Russian economy this decade, up to recent years, far too little attention has been paid to the potentialities of the contract system for imports restricting, encouraging innovation and public-private partnership. The methodological approach taken in this study is a qualitative research based on the collective case-study design, with in-depth analysis of enforcement practices. The results of this investigation confirm the idea that in general procurement legislative framework are often contradictory, because of which has insignificant deficiencies, with this in view, changes necessary for the legislation. Notwithstanding that, effectiveness of the procurement system implementation obtained.
