Application of the Documents of the National Standardization System in the Procurement Subject Description

In this paper the problem of using the documents of the national system of standardization (NSS) in the description of the object of purchase is considered. We have analyzed and studied federal laws and resolutions of the Russian government devoted to the procurement, as well as complaints and disputes between the parties to the contract system. It was revealed that the main problem of misunderstanding of the purchase participants is the misuse of NSS documents, namely, the abuse of the condition for the voluntary use of NSS documents. The author of the proposed research puts forward a solution to this problem, which consists in the fact that the documents of the NSS must be included in the list of mandatory documents during describing the object of purchase.
