Improvement of Governance Methods on The Northern Sea Route as a Regional Development Factor: The Case of Yamalo-Nenets Autonomous Okrug and Arkhangelsk Oblast

The importance of the development of the Northern Sea Route is of great importance (1) for the state economy to develop (since there are the largest oil and gas fields); (2) for the state defense capacity to increase (as means to the military presence); and also for the livelihoods of the Far North to live (as means for the so-called "Northern delivery"). However, the development of the NSR serves not only the needs of the state, but also plays an important role for the nearby arctic regions. The Northern Sea Route opens up a great potential for these regions in terms of the development of its own industrial base as well as of the development of new world maritime trade relations. In its turn, these two effects can subsequently lead to the higher level of the regional socio-economic development. The subject of this study is the Arctic Maritime Transport System. With the help of the regression analysis, the contribution of sea transport system to the development of the Arctic regions is explored. More detailed experience of management of the regional maritime transport systems and their development is examined on the base of the case-stydy analysis of the Arkhangelsk region and the Yamal-Nenets autonomous region. The results of the study confirm that the efficiency of the Northern Sea Route directly depends on the quality of the public administration methods applied in the Arctic zone of the Russian Federation in the field of maritime transport.
