Application of Network Methods in the Analysis of Public and Municipal Procurement Markets

The paper is aimed to analyse the government procurement market using network methods. The level of competition in the public procurement market is the most important factor in the effectiveness of such a market. Indeed, public procurement is an instrument of the state's fiscal policy. Using it the state influences the economy of the country, creating additional demand for goods, works and services, thereby eliminating the consequences of the problems that the cyclical nature of the economy can cause. In this paper, the object of the study is the Russian public procurement market, namely the public procurement market of services of providing access to the Internet in the Nizhny Novgorod region. The subject of the study is the level of competition in this market. The aim of the study is to assess the level of competition in the public procurement market of services of providing access to the Internet in the Nizhny Novgorod region. Following tasks are completed to achieve the aim: tasks were accomplished: to define the concept of the public procurement market, its features, as well as factors affecting the level of competition in the public procurement market; describe the situation on the public procurement market in Russia; to study the features of the network approach in the economy; to conduct a statistical analysis of the public procurement market of services of providing an access to the Internet in the Nizhny Novgorod region; apply a network approach for building graphs and identifying the main metrics; draw conclusions. As a result of the study, it was found that the market of government procurement of services of providing access to the Internet in the Nizhny Novgorod region has a low level of competition and the main reasons for that were identified.
