Methods and Tools for Assessing the Innovation Potential of Regional Innovation Systems (Through the Example of the Nizhny Novgorod Region)

This research is devoted to the study of methods and tools for assessing the innovative potential of the regional innovation systems (IP RIS). The first part analyses the theoretical foundations of the definition of the concept, structure and methods of evaluation of IP RIS. The second part is devoted to the practical issues of evaluation of IP RIS on the example of the Nizhny Novgorod region. The scientific novelty of the research consists of the following: the definition of IP RIS as the possibility and ability of the innovation system of the region to attract and use all the necessary resources in order to increase the efficiency of the region's economy, providing the region with innovative development and progress; the method of rapid diagnostics of IP RIS based on the results of SWOT analysis and strategies of the region. The professional significance consists in the development of methods of rapid diagnostics of IP RIS in the Nizhny Novgorod region, which can be used in other entities of the RF, interested in the assessment of IP of their RIS, including in order to ensure the competitiveness of the region and improve the socio-economic standard of living.
