In both Western and Russian sociology, the notion of a effective question does not have a clear definition or a unified approach to study. Nevertheless, questionnaires and its quality have always , and now in particular, been highly relevant and have great interest. Among the areas dealing with the study of questionnaires, one can single out those who determines its quality through the characteristics of the question, and those who determines its quality through validity and reliability. At present, the main task for researchers is to formalize the evaluation of the quality of the questionnaire. SQP or The Survey Quality Predictor, which combines two approaches, is a good example of such a successful formalization. However, as the founders of this toolkit, so we see the prospect and the need for further research. The problem situation in this case is the lack of adaptation of SQP to the assessment of the quality of cognitive characteristics of the issue. Moreover, we are talking about weak operationalization of already existing characteristics. Having conducted the MTMM experiment on SQP methodology and the corresponding analysis of the data, we come to the conclusion that with this tool it is not possible to assess the influence of the cognitive properties of the questionnaire on its quality.
