Optimization of Support Measures for Highly-Subsidized Subjects of the Russian Federation

Reforms of intergovernmental fiscal relations, conducted during the last two decades, included various measures to ensure the balance of budgets and equalize the budgetary security of the subjects of the Russian Federation. Despite the impressive amount of work done since the 1990s, "chronically" subsidized entities have remained for many years, which largely depend on interbudgetary transfers coming from the federal budget and at the same time stagnate in development. In the context of strengthening budgetary constraints at the federal level, the existence of highly subsidized regions, whose sustainability requires an increasing amount of resources, necessitates an analysis of the effectiveness and effectiveness of implemented support measures. The paper discusses the theoretical principles for the allocation of highly subsidized subjects of the Russian Federation, analyzes their socio-economic development, as well as measures of state policy regarding these regions. The paperwork also contains a list of proposals for optimizing measures to support highly subsidized subjects of the Russian Federation.
