The paper focuses on the participation of NGOs in protest activities as a form of political participation. The research question is why some organizations participate in social movements, while others do not. The theoretical framework is contentious policy and its definition of protests through the model of an object that presents certain requirements and the subject to whom they are presented. The main parameters for considering this issue are the relationships with the authorities and the organization's characteristics. The data were collected using semi-structured interviews with organizations in St. Petersburg. As a result, the main factors were identified, basing on which the NGO decides to participate in social movements.
