Contract System in the Sphere of Procurement, Works, Services for Provision of State and Municipal Needs

The public entities realize a lot of functions, which is impossible to perform without proper material support. This support is provided through a mechanism called the "contract system". It regulates the procedure of purchasing goods, works, services for state needs in order to perform constitutional functions by public entities. The relevance of the research is due to the constantly increasing volume of state purchases, as well as the recently updated legal regulation of the contract system. The purpose of the research is to estimate the contract system. To achieve this purpose, the author analyses basic elements of the contract system, such as planning, implementation of procurement with compliance of its fundamental principles - ensuring competition, efficiency, publicity. In order to estimate the efficiency of these elements, law enforcement practices are conducted. This work may be interesting to researchers of administrative and competition law.
